Joshua Hall and Jim Hoyer will lead key areas of business education and innovation for WVU following the announcement that Dean Javier Reyes will become provost and vice chancellor for academic affairs at the University of Illinois-Chicago.
Two veteran administrators from West Virginia University will take the lead in key business education and innovation for the university, following the announcement today (June 16) that Milan Puskar has become Dean of the John Chambers College of Business and Economics and Vice President for Startups West Virginia Javier Reyes becomes Provost and Vice Chancellor for Academic Affairs at the University of Illinois-Chicago.
Reyes’ appointment begins August 16, subject to approval by the University of Illinois Board of Trustees.
“I would like to thank Dean Reyes for the energy, vision, and leadership he has brought to his tenure here at West Virginia University,” said WVU President Gordon Gee. “We are now uniquely positioned to continue to build on his efforts to transform the way we think, work and economize across the state.”
Joshua Hall, Deputy Dean of the Chair of Research and Economics at the John Chambers College of Business and Economics, will serve as Dean of Milan Puskar for two years, effective August 16. Hall is an expert in regional economics and institutional analysis. an award-winning professor and seasoned academic director.
“Dr. Hall is a hardworking, creative, and authentic leader with outstanding academic achievements,” said Maryanne Reed, Provost and Vice President, Academic Affairs. “He is greatly appreciated by his faculty colleagues and I am confident that he will join Chambers College during this time will provide strong and stable leadership. “
In addition to his double dean and chair function, Hall is a professor and alumnus of Chambers College and received his doctorate in economics in 2007. In 2013 he returned to WVU and Chambers College as Associate Professor of Economics. He served in a number of administrative roles including 2018-2019 as Director of the Center for Free Enterprise and as an Academic Leadership Fellow.
During his time as professor of economics, Hall started the online MS in Economics course, which is focused on state and local economic policy, a 3 + 3 program at the WVU College of Law, which gives qualified bachelor students the opportunity to complete their bachelor’s degree and law to acquire degree in six years instead of seven years. He also increased the number of major and minor economics.
Hall is an applied microeconomist whose research interests lie in the areas of state and local finance, economic freedom, educational economics, and economics. He is the author or co-author of more than 150 peer-reviewed articles and the editor or co-editor of over a dozen books.

When I returned as a faculty member, I was amazed at how much the college had grown in scope, research, and importance while never losing its focus on the students, state, and business of West Virginia. The college’s development has accelerated tremendously under Dean Reyes’ direction and I look forward to working with our students, faculty, staff and alumni to continue the college’s success and meet the expectations of a business school at an R1 institution fulfill.”
In addition to his role as dean of Chambers College, Reyes also played an important role in the university’s job creation and innovation efforts as vice president of startup West Virginia. Retired Adjutant General Jim Hoyer, who previously started his work at the university in January, will take on a new role as Vice President on August 16, working on the start-up activities previously led by Reyes.
In his role at the university, Hoyer will continue to assist Governor Jim Justice and the Joint Interagency Task Force in pandemic response efforts, and will work directly with Gee and Vice President for Strategic Initiatives Rob Alsop in efforts related to start-up activities, Creation of jobs and the further development of strategic partnerships at the university for the benefit of the university and the country.
