How do college students establish residency in North Carolina?

F. I have a college friend who wants to live in North Carolina because she will continue her education in North Carolina. What exactly does she have to do to establish her place of residence and can you tell me how much time it will take?

In accordance with state law, in order to establish residency for the University of North Carolina Wilmington and Cape Fear Community College, students must apply for a residency classification with the Residency Determination Service (RDS). RDS is the agency responsible for all North Carolina residency classifications. Students must also complete this basic checklist:

• The student must be able to legally make North Carolina permanent residence and currently be a North Carolina resident.

• The student must take several steps to make North Carolina their permanent home indefinitely. Examples include: registering your car, professional history, filing NC taxes, registering to vote, obtaining an NC driver’s license, etc. You will be asked to provide copies of these receipts with your application.

• The student must have had his / her legal residence at least 12 months before applying for a residence permit.

• Each applicant must submit a declaration of their length of stay in the state. To qualify as a resident for study purposes, a 12-month waiting period is required to maintain permanent residence rather than temporary residence.

For the following students, special regulations and circumstances can affect the determination of the place of residence:

Minors

Married persons

Members of the armed forces

Foreigners and refugees

Federal staff

Prisoners

In order to be granted residency at Cape Fear Community College for state study purposes, students must meet the criteria set out in North Carolina law. Students interested in Cape Fear Community College with questions or assistance determining residency should contact the admissions office at 910-362-7557, email admission@cfcc.edu, or make an appointment a campus tour at https: // cfcc. edu / campus-visits /. The college also offers assistance to students completing a residency re-examination or appeal (this happens when someone is assigned tuition fees outside of state and believes they might qualify for a decision in the state).

UNCW students wishing to set or update their residence status must complete the procedure provided by RDS and provide UNCW with the residence classification number for their status. Students who do not have an RDS determination or who do not provide their default RCN for out of state status. Students with an expired residency status are by default “out of state” and must renew their status through RDS. The deadline for changing the residence status for a current semester is set by the UNC system and published in the UNCW calendar. Students who receive a status change with an RDS validity date after the deadline of the UNC system will take effect in the following semester.
